What were the protocols & recommendations already in effect before the game?

I read that people who acted like covidiots after the game are being told to self isolate for 2 weeks.

There were special guidelines made here in CA for Thanksgiving, schools, churches, etc but none for this "event"
Would have been smart to mention it (if they are really concerned) same with the Laker's winning as well.
